  • Organisation of the event: The workshop is jointly organized by the Portuguese Foundation for Science and Technology (FCT) on behalf of the Portuguese Presidency of the European Union, together with the European Commission and the Portuguese Agency for Clinical Research and Biomedical Innovation (AICIB).

Context:

The COVID-19 pandemic has demonstrated the importance of global collaboration and early sharing of well-documented data and knowledge. Achieving data interoperability becomes imperative in public emergencies when proper responses have to be rapidly identified like the development of vaccines or therapies for COVID19, which rely heavily on the capacity to integrate different data types originating from laboratory, hospital or industrial settings.

Workshop Objectives:

The aim of this workshop is to review lessons learnt at national, European and community levels regarding data exchange during the COVID-19 pandemic and to discuss how they could feed into more inclusive interoperability frameworks for scientific data exchange across domains and countries.

Sessions:

  1. Data sharing during the COVID-19 pandemic (45')

Reflection on data sharing issues and the first anniversary of the European COVID-19 data platform.

  1. Session 2: Scientific data exchange in public health emergencies: what we learned from the COVID-19 pandemic (120')

Combining presentations and panel discussions, speakers will tackle topics such as current interoperability bottlenecks encountered by the Member States (MS) in genomic surveillance plans, developing common open standards for data sharing, improving the wide sharing of genomic sequence data and bridging the gap between research, healthcare and policy. In addition, speakers will discuss the impact of GDPR on cross-border data sharing and how lessons learnt from the COVID-19 pandemic could help us prepare for future health emergencies.

  1. Session 3 - Challenges towards a more inclusive interoperability framework for scientific data (120')

This session will discuss broader interoperability issues, beyond the pandemic, such as what are possible measures by MS to accelerate implementation of the FAIR principles at national level, how can the EOSC vision for data interoperability better prepare MS for future emergencies and how will digital skills, open science and FAIR data sharing impact scientific practice in general.

  1. Session 4: Conclusions (30')

Concluding remarks by the Portuguese Presidency and the European Commission.
