Can the address assigned by FCCN only be used within the scope of RCTS?

Yes. FCCN only delegates space from larger blocks assigned to it (by RIPE/NCC), and its integrity must be maintained. This means that if your organization disconnects from RCTS, it will no longer be able to use the same public IP address. In this case, you will need to renumber to "return" the addresses delegated under RCTS to FCCN.
