2. Project Summary
Objectives
This project is part of the “Simplex+ 2017 #118 – Single Portal of the Foundation for Science and Technology”, under the MCTES Measures (Ministry of Science, Technology and Higher Education). The application is framed within the “Alignment with Measure 2 of RCM No. 12/2012 – Rationalization, organization and management of the IT function”, in the “Alignment with Measure 14 of RCM No. 12/2012 – Rationalization of ICT and administrative modernization within public bodies” and in the “Demonstration of compliance with the RNID – National Regulation for Digital Interoperability (Open Standards)”. It is also framed within the objective and priority, under the terms set out in article 82 of the RECI, “Reduce context costs by strengthening the availability and promoting the use of Public Administration network services and improving their efficiency”; in paragraph b) of paragraph 1 of article 83 of the RECI “ii. Development and integration of technological systems and infrastructures to support new service models, in particular assisted digital service, including back office and second-line support systems, as well as the integration of these systems and technological infrastructures with those existing in the different sectoral areas and levels of administration”.
The aim of this project is to create a structured, functional FCT Single Portal, with an appealing and modern design, which has an integrated back office, which is simple to use and accessible for the provision of information and content without the need for significant IT intervention.
The proposed objectives were generally achieved, with a new Portal being made available, with a revised information architecture, aligned with the needs of the target population, the suitability of which was validated in user tests.
The Portal's new graphic design is modern, appealing, cutting-edge and provides a good user experience on mobile devices — namely, tablets and smartphones —which have become ubiquitous and increasingly important for accessing online content. The new FCT portal design, in internal user testing, demonstrated a high level of usability, proving intuitive and easy to learn, and ranking in the top percentile of the SUS scale.
The implemented content management platform (CMS) quickly enabled access to new collaborators, making content production more decentralized, less complex, and reducing dependence on IT services. At the same time, the new CMS enabled the implementation of an efficient editorial workflow (writing, reviewing, editing, and approving content), allowing the Communications Office team to work more autonomously and diligently.
This project, due to its transversal nature, presented itself as a highly complex organizational challenge due to the need for coordination between the various organic units of the FCT, but we believe that its implementation will have a growing and progressive impact on the relationship with the community.
The project's degree of innovation is related to the significant modernization of the FCT portal, the main communication channel between the beneficiary and the national scientific community, in all its dimensions: from the significant improvement of the entire information architecture, digital implementation of a new brand communication strategy, compatibility with mobile devices (cell phones and tablets) and integration of information with the FCT Information Systems (IS).
The new FCT portal integrates access to the myFCT platform, where it is possible to complete and submit applications, among other aspects of the "life cycle" of the main funding instruments made available by the FCT to the scientific community.
The dematerialization of the main processes related to the application and/or funding lifecycle makes process execution more efficient and, by streamlining access through the elimination of geographical barriers, has a significant impact on the relationship with citizens. These factors have a tremendous impact on the relationship between beneficiaries and the Public Administration. By its nature, this project fosters ongoing communication and cooperation with public entities such as universities, polytechnic institutes, state laboratories, research units; international counterparts; and science and technology funding entities. It also interacts with other platforms such as CIÊNCIAID and CIÊNCIAVitae, enhancing interoperability between systems.
